The funding lapse was in nearly a month as officials revealed the news, coming after demands from hundreds of Congressional Democrats urging the department to tap into contingency funds to fund next month's benefits.

“The reality is, resources are exhausted,” officials announced. “Now, there will be no benefits issued” beginning in November.

Remarks from the leader of the Center on Budget and Policy Priorities indicated that the administration had chances to take earlier action to prevent benefits from running out.

“They had the ability and responsibility made moves before now to get ready to access these resources,” the statement continued. “Instead, officials could opt out in an effort to gain political advantage” while GOP lawmakers attempt to push upper chamber Democrats to approve legislation to restart federal functions.
